Customer Advisory: National Lifeline Subsidy Implementation

1 min read

To Our Valued Customers,

Please be informed that the Energy Regulatory Commission (ERC) has issued ERC Resolution No. 02, Series of 2026, implementing the Uniform National Lifeline Subsidy. As stated in Section 1 of the Resolution, all Distribution Utilities (DUs), including economic zone administrators, are covered by this policy.

This shall take effect starting February 2026  and will be reflected in your electricity bill beginning the applicable billing period thereafter.

What this means for you:

  • All electricity customers will be charged Php 0.01 per kWh, which will appear as a separate line item on your electricity bill.

  • The amounts collected will be remitted to the National Lifeline Subsidy Fund, managed by the Power Sector Assets and Liabilities Management Corporation (PSALM) to ensure transparency and proper utilization.

  • These charges are strictly treated as pass-through costs and will not form part of the utilities’ revenues, thereby ensuring that the program does not impact operational costs or electricity tariff rates.

The ERC emphasized that the uniform Lifeline rate supports the government’s objective to protect public interest, promote fair and inclusive access to electricity, and strengthen the Lifeline Program in accordance with the Electric Power Industry Reform Act (EPIRA), as amended by Republic Acts Nos. 10150 and 11552.
